Before it became LUCIDITY, the foundations of the platform were taking shape through OQLMS—a purpose-built Occupational Qualifications Learner Management System developed by RemoteNet for the QCTO environment.
The confirmation at the heart of the story
In its official referral letter, the QCTO confirmed two distinct achievements by RemoteNet:
Development undertaken from 2016, with deployed modules confirmed as working well.
Developed specifically for the QCTO’s Skills Development Providers and, at the date of the letter, in final end-user acceptance testing.

The QCTO formally accepted OQLMS Phase 1 as live against the agreed project plan. The sign-off carries the signatures of QCTO leadership and our LUCIDITY Systems Architect (Anton Booyse), who signed as Managing Director on behalf of RemoteNet.

The QCTO thanked RemoteNet for the effort invested in developing and customising an MIS to help automate its processes across the learner journey.

Our LUCIDITY Systems Architect (Anton Booyse) contributed to the technical review of the QCTO Data Load Specification, identifying field-position errors, missing definitions and validation requirements later incorporated by the QCTO.
Official #Get2Know-YourQCTO roadshows introduced Phase 1 to SDPs, placing OQLMS at the forefront of provider engagement, quality assurance and learner-data management.

The signed QCTO policy placed learner records, achievement data and quality-assurance evidence at the centre of SDP responsibilities through OQLMS—or a successful alternative LMS meeting QCTO requirements.

In its official 2018/19 Annual Report, the QCTO recorded OQLMS as developed and signed off, with provider uploads working well and stakeholder buy-in gained.

Achievement 02 · Namibia
RemoteNet’s work with the Namibia Training Authority connected national oversight, provider operations and training-fund administration in one evolving information environment.
Namibia Training Authority · 2014
The Namibia Training Authority formally recognised RemoteNet for the provision and installation of its Vocational Education and Training Management Information System.
The operational platform enabled the NTA to monitor, evaluate, collate and provide information while automating business processes within the agreed timeframe and deliverables framework.
All project objectives were met—and some expectations were exceeded.
The provider connection
The NTA recorded that the system rolled out to training providers supported more accurate enrolment statistics and national reporting, while giving providers a learner management system that helped them move towards registration and accreditation compliance.
National Training Fund · 2016
The NTA’s National Training Fund modules expanded the platform into levy and disbursement administration. The NTF General Manager confirmed that the modules reduced work pressure, improved service delivery and enabled the fund to account for VET levies collected and disbursed.

Achievement 03 · SETA environment
Training providers were expected to manage learner administration in their own systems while submitting similar information into SETA systems. The result was duplicated capture, fragmented records and unnecessary administrative pressure.
That operational reality helped shape the case for a more unified provider system.
BANKSETA · documented engagement
In January 2018, BANKSETA confirmed that RemoteNet had been actively involved for three years in the development, enhancement and maintenance of its Management Information System.
“They have lived up to the BANKSETAs expectations” and delivered a quality product against agreed specifications.

BANKSETA’s Chief Executive Officer thanked our LUCIDITY Systems Architect (Anton Booyse) for his cooperation and support in extracting Workplace Skills Plan data for the Sector Skills Plan submission—and expressed the wish to maintain the cordial, professional relationship.
BANKSETA system audit
BANKSETA awarded RemoteNet the highest available score—3 out of 3—on all eight evaluation attributes. The signed assessment defines a score of 3 as “Above Expectation”.
The evaluation confirms the 2015–2021 engagement covered the Management Information System, disaster recovery services, helpdesk and application development.

Achievement 04 · SETA environment
A Sector Education and Training Authority carries connected responsibilities across planning, quality assurance, qualifications, certification, learner reporting, grants, levies and stakeholder service.
Our LGSETA approach was therefore built around the complete operating and compliance environment—not an isolated administrative function.
One connected environment
The documented system scope joined operational delivery with statutory reporting and sector oversight—from workplace skills planning and learner programmes to certification, grant administration and levy management.

LGSETA recorded that RemoteNet’s online WSP/ATR solution helped employers and stakeholders manage the submission process effectively and efficiently—and increased the submission rate beyond the expected target.
LGSETA stated that, without RemoteNet’s support, it would not have met its skills-development objectives as efficiently and effectively.
LGSETA system audit
The assessment confirms that RemoteNet had provided LGSETA with a custom-built MIS, maintenance and support since 2010. It records completed web-based WSP/ATR, Learnership/Projects and ETQA modules, with the Finance Interface under development at the time.
Transparent result: professionalism, delivery times, customer focus, competency, quality of work, support and overall performance were each rated satisfactory. No poor rating was recorded.

Achievement 05 · Historical foundations
Long before LUCIDITY carried its current name, RemoteNet was building integrated sector systems around data quality, regulatory reporting, compliance and operational performance.
Formally recorded SAQA recognition
In its signed appreciation letter, MAPPP-SETA formally recorded that SAQA officials viewed a demonstration of the MIS during a SAQA audit and were so impressed that they awarded it the highest score in their rating.
The same letter records that learner-data upload performance on SAQA’s National Learners’ Records Database improved dramatically, reaching “Green”—the highest NLRD upload-performance status.

A later CEO letter thanked RemoteNet for six years of exemplary service and recorded that collaboration with system users had produced a quality MIS highly regarded by the South African Qualifications Authority.

Learner management cannot be isolated from the system around it. To support an SDP properly, we had to understand how every learner record moves through funding, qualifications, quality assurance, achievement reporting and national recognition.

NLRD Partners Forum
Our LUCIDITY Systems Architect (Anton Booyse) participated in the NLRD Partners Forum as part of RemoteNet’s long-standing engagement with the national learner-record ecosystem. The official minutes of the 117th meeting provide a clear dated record, listing Anton Booyse — RemoteNet under attendance.
That direct participation provided practical insight into the rules, dependencies and data-quality decisions governing how achievements travel from providers and quality-assurance bodies into the National Learners’ Records Database.
What this record proves

The golden thread
Our experience exposed a recurring limitation: the learner’s full history is distributed across isolated systems, while achievement verification often depends on manual requests rather than one readily accessible, automated search.
Botswana Qualifications Authority
The next chapter applies decades of learner-management, qualifications and national data experience to Botswana. The project direction is to connect the learner’s journey with a national record that can support accessible, trusted achievement verification.
The formal relationship is documented.
The executed first page identifies RemoteNet as the software company, Botswana Qualifications Authority as the client, and Acctech Botswana as the certified channel partner for CLARITY 4.0.
A formal CLARITY 4.0 SaaS subscription relationship among the three named parties, effective 1 August 2024.
